DESCRIPTION: * WHAT...Flooding caused by excessive rainfall is expected. * WHERE...A portion of southeast Virginia, including the following independent cities, City of Chesapeake, City of Norfolk and City of Virginia Beach. * WHEN...Until 1215 AM EDT. * IMPACTS...Flooding of rivers, creeks, streams, and other low-lying and flood-prone locations is imminent or occurring. * ADDITIONAL DETAILS... - At 917 PM EDT, the public reported heavy rain in the warned area due to thunderstorms. Flooding is ongoing or expected to begin shortly. Between 3 and 4 inches of rain have fallen. - Additional rainfall amounts up to 0.5 inches are possible in the warned area. - Some locations that will experience flooding include... Virginia Beach, Kempsville, Regent University, Virginia Wesleyan University, Norfolk, Chesapeake, Princess Anne, Norfolk International, Princess Anne Plaza, Gallups Corner, London Bridge, Oceana NAS, Bayside, Oceana, Macons Corner, Mount Pleasant, Greenbrier, Pungo, Rudee Heights and North Virginia Beach. - http://www.weather.gov/safety/flood
INSTRUCTION: Turn around, don't drown when encountering flooded roads. Most flood deaths occur in vehicles. Be especially cautious at night when it is harder to recognize the dangers of flooding. Do not stay in areas subject to flooding when water begins rising.

A fractus cloud (scud) is a fragmented, tattered cloud which has
likely been sheared off of another cloud. They are accessory clouds, meaning they
develop from parent clouds, and are named in a way which describes the original
cloud which contained them.
Fractus clouds which have originated from cumulus clouds are referred to as
cumulus fractus, while fractus clouds which have originated from stratus clouds
are referred to as stratus fractus. Under certain conditions a fractus cloud might
merge with another cloud, or develop into a cumulus cloud, but usually a
fractus cloud seen by itself will dissipate rapidly.
They are often observed on the leading and trailing edges of storm clouds,
and are a display of wind activity.

Graupel is a form of precipitation that is created by atmospheric conditions
which cause supercooled water droplets to contact snow crystals and freeze to
their surface.
Sometimes known as soft hail or snow pellets, graupel is delicate and easily
destroyed by touch. Whereas hail usually falls during severe weather, graupel
doesn't require such conditions to form, and can form in mild precipitation
similar to situations which produce snowfall.
