AREAS AFFECTED: Cass, TX; Cherokee, TX; Gregg, TX; Harrison, TX; Marion, TX; Panola, TX; Rusk, TX; Smith, TX
DESCRIPTION: * WHAT...Urban areas and small streams flooding caused by excessive rainfall is expected. * WHERE...A portion of northeast Texas, including the following counties, southeastern Cass, northern Cherokee, southern Gregg, Harrison, Marion, Panola, Rusk and southeastern Smith. * WHEN...Until 500 AM CDT. * IMPACTS...Flooding of rivers, creeks, streams, and other low-lying and flood-prone locations is imminent or occurring. Numerous roads remain closed due to flooding, especially across Southern Smith and Northern Cherokee Counties. Additional flooding may also develop as runoff continues, resulting in additional rises on area creeks, streams, and bayous. * ADDITIONAL DETAILS... - At 128 AM CDT, Doppler radar and automated rain gauges indicated heavy rain due to thunderstorms. Flooding is already occurring in the warned area. Between 3 to in excess of 6 inches of rain have fallen since Wednesday evening. - Flooding impacts will continue, but no additional rainfall is expected. - Some locations that will experience flooding include... Longview, Marshall, Jacksonville, Henderson, Kilgore, Whitehouse, Carthage, Rusk, Hallsville, Overton, Bullard, Waskom, Jefferson, Troup, Tatum, New London, Arp, Beckville, Pinehill and Joinerville. - http://www.weather.gov/safety/flood
INSTRUCTION: Turn around, don't drown when encountering flooded roads. Most flood deaths occur in vehicles. Be especially cautious at night when it is harder to recognize the dangers of flooding. Please report observed flooding to local emergency services or law enforcement and request they pass this information to the National Weather Service when you can do so safely.

Cirrocumulus clouds form at high altitudes (usually around 5 km)
and have distinguishing characteristics displayed in a fine layer of
small cloud patches. These small cloud patches are sometimes referred to as
"cloudlets" in relation to the whole cloud formation.
Cirrocumulus clouds are formed from ice crystals and water droplets. Often, the
water droplets in the cloud freeze into ice crystals and the cloud becomes a
cirrostratus cloud. Because of this common occurrence, cirrocumulus cloud
formations generally pass rapidly.
